私の地元市川市の動植物園のスター「パンチくん」を巡る今回の騒動に、多くの方が驚かれたのではないでしょうか。
アメリカ人YouTuberらが立入禁止区域に侵入し、サルたちをパニック状態にさせた結果、来園者向けイベントも中止になりました。

私が今回特に嬉しく思ったのは、この出来事に対する反応です。 批判の声は日本国内だけではありませんでした。
海外からも、「これは許されない行為だ」という意見が数多く寄せられています。
​
私は異文化コミュニケーションに携わる立場として、ここで大切なことは、次の２つを
区別して考えることだと思っています。
​
✅ 異文化による価値観や習慣の違い ​ ​ ​ ❌ 意図的なルール違反
法律やルールを守ること、動物に配慮すること、他者に迷惑をかけないことは、日本だけの価値観ではありません。
実際、日本で働き、生活している多くの外国人の方々は、日本のルールや社会規範を尊重しています。
​
今回の問題は、異文化理解の不足ではなく、「ルールを知りながら破る人がいる」という問題です。
​
だからこそ、私たちに求められるのは、・多様性を受け入れること ・ルール違反には毅然と対応すること、この両立ではないでしょうか。
これからの日本社会は、世界に開かれた社会であり続けるべきです。
​
その一方で、社会の秩序や安心を守るためのルールについては、国籍を問わず公平に適用する姿勢も必要です。異文化理解と個人の責任、皆さんはどう考えますか？

🐒Cultural Difference or Rule Violation? The Punch Incident Raises an Important Question

Many people around the world were shocked by the recent incident involving Punch, the star Japanese macaque at Ichikawa City Zoo in my hometown. .
​
2 American YouTubers entered a restricted monkey enclosure, causing panic among the monkies and disrupting zoo operations. Their explanation? It was supposedly part of a “punishment game.”
​
What pleased me most was not the incident itself, but the global reaction.
Criticism came not only from Japan but from people around the world. The overwhelming message was clear: ​ “This is unacceptable.”
​
As I work in cross-cultural communication, I believe it’s important to distinguish between two very different issues: ​ ✅ Cultural differences ​ ​ ❌ Deliberate rule-breaking
Respecting laws, protecting animals, and considering the impact on others are values shared around the worlds.
The vast majority of foreign professionals living and working in Japan respect these principles every day.
​
The issue at hand is not a lack of cross-cultural understanding, but rather the fact that “some people break the rules even though they know them.”
​
That is precisely why we must strive to balance two things: embracing diversity and taking a firm stance against rule-breaking.
Japanese society must continue to be open to the world.
​
At the same time, we must maintain a stance of applying rules designed to protect social order and public safety fairly, regardless of nationality. What are your thoughts on cross-cultural understanding and individual responsibility?
